[GMOD] Spawn with weapons

I run a gmod server on sandbox and people don't spawn with weapons, only phys, grav, camera, and tool guns. How do I change this back?

look at the cfg files, like server.cfg or an evenscript addon.

try running it without any addons and look if it works then.
