"rcon quit" shuts the server down

So another one of my problems. I have a dedicated server, and at everyone I set up and want to restart it with the quit command, the server shuts down instead of restarting? It's surely not a problem of the files, since that happens at newly installed servers aswell.
So what seems to be the problem?

Try adding -autoupdate at the end of the command line for starting the server.
