The 5mbit is your bottle neck.
And you can't host any L4D slots because the game isn't even out. Hell, we don't even know exactly how server are working for L4D.....

with a 2.4ghz p4, you are probably looking at 20 slots for reliable tf2 play. i used to run a tf2 server on an older 2.4ghz xeon processor (which is basically the same as what you have) and above 20 players i would start to get lag. it was fairly playable, but people did complain.
tick is locked to 66 for tf2.

2 x 12 slot tf2 servers is going to really stretch it, expect slowdowns if you run that.
