Is your server on your own LAN?
That's why. Others should see it normally

Do you have port forwarding enabled in your router?

It is because it is a LAN IP, not an INTERNET IP, you have sv_lan set to 1 hence it would not show up in Internet TAB. Your friends should belong to the same subnet for them to play on your server. You placed the IP as 192.168..... No external user can see it, if you wish to let external users see it, and appear on your internet tab. Make sure you specify your EXTERNAL IP in the arguments, not the local LAN. Once your done that, make sure you port forwarded the TF2 ports (many tutorials online to see which ones to forward) Then you will be able to let your friends see it in the internet tab
