Couldnt Allowcate UDP

I use the run command

C:\SRCDS\srcds.exe -console -game cstrike +ip 70.242.146.142 -port 27015 -maxplayers 12 +map de_dust2 -autoupdate

and thats my external ip and says couldnt allocate dedicated server UDP port wondering wats the problem

I have done portfowardung also,

put in your localip

start menu > run

type
cmd
into run, click run

then do
ipconfig /all

under IP address that is your local ip

put that in instead of your external ip

external ip. make sure your ports are forwarded
