500+ ping when more then 2 people join.

Problem:
I'm running a dedicated server, well trying too and all works well but whenever more then 2 people join the server it automatically jumps to 500+ ping. Ive been working on it for 11 hours straight and nothing.

INTERNET:
Im running a hacked Motorola SB5100, With sigma X 1.06 flash with a d10_m_dcm425_silver_co1.cm config file. Pushing about 23-31 megs down and 1.4 to 1.5 megs up.

HARDWARE:
My server hardware consists of ,AMD Phenom Quadcore at 2.3GHz, 2GB of DDR2 Ram. And windows Server 2003 OS

Could be a bandwidth issue, but you should be able to get more then just 2 slots...
