Remote Server Restart Command?

Is there a way to restart a server using some kind of tool or command?
I have a 3rd party host hosting my server, but he is a busy man, and cannot restart my server whenever i need to. So i am just wondering, if there is a command or any tool that can let you restart the server (I don't mean a mapchange kind of restart, i need a restart where the srcds closes and opens again)
PS: Don't talk to me as if i am a noob... i'm not...

You can use HLSW.
It got all those things you need for running a game server.

And remember to have a batch script Wink

Your host SHOULD have the server is some type of loop. So sending a quit or exit SHOULD re-start the server...
