Stable FPS?

So I just installed a server on one of my dedicated boxes to provide it as a test for an interested client. I setup +fps_max 600 and ingame CSS shows 500 FPS but it sometimes drops to 333, would anyone happen to know why and suggest how to maintain it stable on 500?

Specs of box?

C2D E8300
4 GB RAM
CentOS 5.1 Enterprise

What difference does that make?

Just making sure it wasnt a hyper threaded CPU. That box should be fine.
