1000 FPS woes

I have been working with a friend to make a dedicated server. We have a server with 2 dual-core Opterons and 4 gigs of ram. However, we cannot attain fully 1000 fps. When the server is set to max_fps 1000, it runs at ~970 FPS with xorg running, and ~900 with xorg off (WTF is going on?)
Also, we can't get 512 FPS either, because if it's limited to anything lower than 900, it'll only be about 470. What is going on here?
The server has run Ubuntu server (900 fps), and Xubuntu (the 970 fps result, 900 when I ended xorg).

thats probably as close are you are going to get to each fps mark. They dont land directly on the button.

my servers stay around 989

You should be "ABLE" to hit 1000 pretty easy but keeping it stable is another question.

What about the quirk when selecting anything below 900 FPS? Any explanation for why it cannot be 512 when it is capable of nearly 1000?
I'll try more optimized stuff like Gentoo, maybe compile my own kernel manually, to get it closer to 1000.

+fps_max 512 I think.
Recently, I've been forgoing that for simply using the server command fps_max 512 or 1000.

using gentoo, i get once again 973 fps.
also, why might it run slower without xorg running?

Might I need to compile the kernel at 2000 Hz or something to get in between 500 and 1000 fps?
I know the server can attain 512 FPS theoretically (being able to get higher) but why can't it in real life?

try fps_max 600 in the sever config
