"mp_timelimit" Doesn't work!

I have it set so : mp_timelimit 30 in the game.cfg
but when in game, if i type in timeleft, it will display 21 minutes right when it starts. Sometimes, the server randomly makes a round 2 minutes long. I don't know why! Any help will be very much appreciated.

You don't add it to the game.cfg.

Add it to server.cfg.
