Problems when try to instal server

I get this messege when I try to install tf2 server on my computer:

Failed to connect to any GeneralDirectoryServer, WinSock Error 10060 "Connection
timed out"

*What thas that mean?

it's a connection error. Try running the installer again. If it doesn't update, use a -verify_all

Get the same error messege even if I use -verify_all to

[ced]

try the -retry switch, it should automatically retry every 30 seconds on failure.
