Can't Connect Server To Stupid Internet

I'm trying to figure out how to connect my server to the internet. I have a Laptop with Windows Vista on it.

ok um....
When playing on my server for Counter-Strike Source, It appears on my LAN tab, but not internet and my friends can't join. Sometimes they can join, but then it just doesn't load for them. I have worked forever just to be able to make a server for my clan and my friend.

if what ever you can do to help me works. I WOULD GIVE YOU $1,000 !!!!!!!. (not really I'm saving it)

Port forwarding?
Are they using your external IP?

you mean like going into console and typing: "connect xx.xxx.xxx.xx" ?
They tried that and it didn't work, they even tried to add for favorites and didn't work. I tried Port Fowarding, but I don't kind of get it.

PS: I'm on a laptop, so does that mean my server is behind a router or a non-router?

Open up a command line and type in: ipconfig /all
Copy all that information here.

You are behind a router but I think all those tunnel connections will create a problem for you.

I heard doing port fowarding works kinda. but how do I do it?
