FreeBSD CS:S quick notes

I've asked this 100 times but still haven't figured this out:

I've been trying to get 1000 FPS on FreeBSD, but I still haven't been able to. If I compile the kernel for 1000hz, I get 500.00 fps. If I compile it for 2000hz I get 666.67 fps, 3000hz I get ~750.00 fps, etc (and yes, I am using fps_max 0). I know people have gotten 1000 fps with a 1000 hz kernel, so what am I doing wrong?
