TF2 dedicated server performance

I have a Artigo pico itx system with a
VIA C7 1GHz Processor and 1gb of ram Would It be able to reasonably run one TF2 server with 24 players bandwidth is not an issue. if not how many players would I be able to have?

I would say yes with the servers fps maxed
I have a Pentium 4 1.6Ghz and 768MB ram and it handled about 20 players with windows even more with linux
