High Choke/Fluctuating Tick Rate

Hi guys,

This is my first css server that I am setting up, I used the server edition of Ubuntu as my distro.

System specs:
80gb 10k HD
4gb ram
2x 3.02 XEON processors
Gigabyte ethernet card


It was doing the same stuff with both the Windows and Fedora install that I tried, I am starting to think it is either an internet/firewall problem or server.cfg problem. When I connect to the server if I don't move I get 100 Tick and 0 or 1 choke but the moment I start moving I have around 50 choke and the tickrate starts fluctuating drastically. I am trying to setup a 100 tick server.

Thanks for any help. I am trying to host the server currently on my home cable connection. I was having the same issues though on a much faster connection through work.

use those, i find maxrate 8000 gave me choke issues
