tf2 fake clients?

This server here:

always says there is 7 people playing on it, even though there are less than 7 people. I could see this could be used to attract players to your server even when it's empty or has 1 person on it.

How do they do that?

Doesn't work. Steam will remove the fake users. So a server with 5 bots that is 5/12 would show up 0/7

but it does work.. it shows up as 5/12 in the browser
