bz2 file made with tar don't work with source?

Since my personal upload bandwidth is slow, I want to use the game server to upload files to the server I am using for sv_downloadurl.... I got that all figured out, but when I went to download a map in-game, it gave a message "unable to CRC"...
is there a way to compensate?
Or another app that can make .bz2 files on linux?
