The small upload speed of 2mb/s could cause you problems later on. You have a great spec, it's a shame about the upstream.

Eh 2 megabit can hold 50 33 tickrate slots. He will be fine. What type of lag?

I know that the upload is not optimal for a gameserver but it's for sure enough for 8-10 slots. As I said before, it runs just perfect on WinXP.
What type of lag ?
The movement is very strange from time to time. I can't really describe it, sometimes you get stuck and some ms later, you find yourself at a different position.

Is there any other things that happen? high ping or anything? Also does it happen constantly or only when a certian # of players join?

No, the Ping seems to be stable. It doesn't happen constantly, it can run fine for 5 minutes and then the problem appears.
The number of players is not the problem, too. Yesterday, ONE player was on the server, his ping was about 25 and he was complaining about a strange gameplay feeling. I asked him to rejoin the server in a couple of minutes, I started the server on Windows and he said that it's just perfect now...

Im not very good with linux but how is the CPU during lag? This would be the hard way but you could always try another linux kernel and see what happens.

CentOS? not my style, i prefer Debian
(runs gameservers very smoothly as it is minimalistic)
Please post the output of the following commands:
~ps aux
~htop (to install it: apt-get install htop)
Does your server do anything strange while the lag happens (eg high hard disk usage etc)
Please open htop in the shell and wait for a lag.
During that time check: cpu load, system load, running processes and memory usage
If u told me linux runs fine but linux lags that would have been the usual thing, but the other way round???

I don't think that centos solve your lag problem.
Try to set sv_maxrate 6500.

I think I had this same problem a while ago. But then I ran SuSE and that lagged like crap.

Depends on how you install it.
Most root server providers only provide a minimalistic image or one of the installation sources is minimalistic.
To setup a minimal debian yourself, just boot from cd, and deselect all packages except the ones needed for networking and ssh.
Any other package can then be installed via apt-get so you will only have the packages you need.
I also recommend using the 1000hz kernel for gaming but do not set the settings too high on your css server -a 1000fps server won't bring you any advantages only lags if you are not running in a high-end datacenter
