Here is my question:

Is a dedicated server private, or can anyone playing counter-strike source join?



Here is my problem:

After I installed the update on the command prompt, what should I do to actually start the server. I also can't open the hldsupdatetool in the command prompt anymore for some odd reason?

Please help me! =(

A dedicated server means that you have control of the whole "box" (the PC).

You can host as many servers as you would like and host whatever you want on them.

That's up to you. You can configure the server either way.

Sounds like you got off to a bad start. If you haven't already, read this excellent tutorial written by one of the mods (Drocona) here: Source Dedicated Server Tutorial. You didn't give much to work with but in any case it sounds like you've either misinterpreted something or have a different problem with your computer. It might be better to start over with some good instructions.

I've tried that other tutorial your talking about and the same thing happened. I made the shortcut to the hldsUpdateTool, but when I have to start downloading it to the command prompt just shuts down.

Are you trying to run this on the same box you are playing on? A dedicated server should be just that; a dedicated box. No steam needed BTW.
