Server Lag - Garry's Mod

I'm running a dedicated Garry's Mod 10 server running no extra mods.

Server Specs:
Pentium 4 3.2Ghz
1024 mb of memory
100mbps uplink
Windows Server 2003

I have it set at 24 slots, and anymore lags the players out.

Settings:
sv_maxrate 20000
sv_maxupdaterate 100

-tickrate 33 +fps_max 600

I've tried tickrate 66 and 100, but no luck.

The server also has Apache and MySql, but those processes barely use up any power. srcds.exe tops at 139mb max of memory and sometimes, it may spike to 100% CPU usage, but normally it's at 41%.

Any suggestions?

Prolly its the mod garry , i had it running to a few npc's/explosins/ropes and it lagging with alot of peeps

I've never ran Garry's mod before but i assume its going to be pretty CPU intensive with all the fancy stuff and physics you can do.

It is quite surprising though at 33 tick.

Garrys mod is a beast. A 24 player build server will be neigh on impossible to run. Seriously. The bandwidth is through the roof. My 7 man server used a whole meg of upstream with 5 people on it. Thats a number reserved for 32 slot CS:S servers and the like. If your playing one of the Garrys Game modes that dont involve 100ft robots and vast explosions you can treat it like any other source based game server.
I would never take it down but my garrys mod server is the biggest drain on resources I have ever seen.

Actually just to follow up on this issue. It turns out it was my server.

I upgraded to:
Intel \ 2.4 GHz 1066FSB - Conroe \ Xeon 3060 (Dual Core)
2048 MB of memory
Maxtor \ 250GB:SATA:7200RPM \ MaxLine Plus II

The connection is 100 mbps.

I'm able to run a fully stable and lag free 42 slot server (full) with a CPU usage of 2% per server instance.
