Can't connect to server

Hey I've got a question here. I have a dedicated server with serverbeach, no firewall, no anything. How do I check to make sure that the server is up and running correctly? I run netstat and dont see the game ports in use. The server loads in console, and I see it running. Thanks

yeah.... ive done that... about 100 times... wont even show up in search window
