It simply just says "Missing map; fy_icyworld, disconnecting" or something similar.
I know it's a problem with the server cause I deleted my icyworld map and it doesn't let me download it either.

Hmm, weird, never seen that. Doesn't seem like its a router error, unless srcds uses another port for the resource downloads. lemme google on this.

Normally i would edit my posts, but i figured it would be better to double post to get your attention, in your servers console does it register that sv_allowdownload is set to 1?

[UDP] 27000 to 27015 inclusive
[TCP] 27030 to 27039 inclusive
These are all Steam related ports
[UDP] 27015 and 27020 (Default dedicated server port, also used for HLTV)
[TCP] 27015 (For RCON access)
These ports are used by the dedicated server itself
If all else fails, try using sv_downloadurl.
its faster and keeps from using resources on your server while playing.

Ahh, that might be the problem, you might have setup sv_downloadurl wrong, have you followed the tutorial we have on here?

I doubt it is wrong because we use it to host music and that works just fine.

Hmm, well, can you show me how you structured your downloads?
Is your downloadurl on a separate host? or on your homeserver as well? if its on a separate host, are you limited on bandwidth?

Can you post the structure tree? starting from the main index directory?

just because you can host music doesn't mean it will work for srcds, maybe you have a "/" missing or something silly like that. sv_downloadurl is picky so like cryotek asks give the structure and what your sv_downloadurl is set to. it will help with the troubleshooting.
