Optimal settings for 66 tick?

This Server runs on 100mbit Network to a Dual oc48. So far this server has 32 Slots. So what is the optimal settings for a 100mbit server on 66 tick?
Me Confuse on this Tick Thing... =\

its an AMD 2200, (1.8 Ghz) w/ 80GB HDD, and 1GB of RAM, w/ a 100MB unmetered port
