I can't change my Gmod map

So I simply just want to change my gmod map but it wont work.
What I did:
I went into C:\Program Files (x86)\Steam\SteamApps\common\GarrysMod\garrysmod\maps\graphs

Then I copyed the map I wanted to set the server to, in this case it is rp_downtown_v4c_v2.ain

I then went to where my server is located and did the same thing except I pasted it in the graphs folder.

So now basically I have the map I want in C:\gmodserver\garrysmod\maps\graphs

I then go and run my server but it will only let me select gm_flatgrass and gm_construct

So I launch it hoping I can do it form console and here is the code

And it never changes the map, WHAT DO I DO????
