No automatic mod downloads for guests?

[Wuzzy]

I have been running my server for some time now, and it is pretty much just my friends and I, but also some random people.
But whenever somebody joins my server, any mod that they don't have comes up with big ERROR signs and missing textures.
On most rent server(i think)this is not a problem- I can go on just fine and shoot a gun or drive a car which i have never downloaded.
Is there anyway to edit my server so that people who go on don't have this problem?

Please help, thanks.
