Low ping, but very lag

Hi, i have an annoying problem with my server, all the players have a low ping, but have lag. The SRCDS fps is between 28~29fps.
Server OS: Windows 7 Home Basic 32-bit
Processor: Core2Duo E7500 2.93Ghz
Ram: 2GB
Game(s): Left 4 Dead 2
Start Up Command: -console -game left4dead2 -port 27010 -maxplayers 8 +sv_lan 0 +map c5m1_waterfront
Admin Mods: SourceMod, MetaMod

No, i have 22 plugins (with the source mod default plugins)

How about models sounds etc.? Try to disable it all and see.

You can move sourcemod to another folder so it is not on the server. It is the same with models etc.
