Friends can connect

My friends cant connect to my GMod DarkRP dedicated server, i looked up online and i forwarded ports and everything and he cant connect it says "server isnt responding"
i put my Local IP instead of my IPv4 Address, but i also did it with my IPv4 address still didnt work. i put a picture if you can help and be my life saver i owe you one!

It's not necessary to open up all those ports. The only port that is important is 27015 UDP and TCP.
