Garry's Mod Server Won't Show Up

Processor:Intel Pentium CPU G2020 2.9 GHz, Duel Core
Ram: 6 GB
Game(s): Garry's Mod
Start Up Command: C:\Users\Collin\Documents\Games\Server\srcds.exe -console -game garrysmod +map rp_simpcity_v1 +maxplayers 20 +host_workshop_collection 289614835 -authkey (hiding this) +gamemode darkrp +heartbeat +sv_region 255
Admin Mods: ULX

Bandwidth: UP 23 Mbps, DOWN 2 Mbps
Router: AT&T 2Wire
Local IP of Server: 192.168.1.247
External IP: 99.11.180.155

The server starts up fine and I can join off of LAN, but no one else can join, and it's not showing up on the Master List. I have forwarded all the ports correctly, and made exceptions in my anti virus and firewall. I don't know what else can be the problem.
