Server not reading mounts properly

My server is not reading the mount.cfg correctly. I successfully installed Episode 2 content & mounted it correctly & know the mount has worked because I can put "give npc_hunter" into the console on the server and it spawns, but on the spawnlist I get the typical "Sorry, you can't spawn that NPC!"

And I know I haven't mounted Team Fortress content yet.

Any help would be much appreciated.
