Can't get CS:S server to download

i have followed the tutorial from the srcds website exactly, but i can't get any server to download. i want gmod, but i have also tried gmod and tf2 just to see if there was a problem with the download, but they all did the same thing. when i first run the command, or did one of my many fresh installs, the hlds tool would update like it's supped to, but then when i try to run the command to install the servers, it just thinks for a few seconds, and then skips through the command line super fast and exits. right now im trying to do it on a windows 8 computer, but i tried it on a windows 7 computer that i had installed this on before, and it would do the same thing. any help would be appreciated. here is the start up command i'm using:

hldsupdatetool -command update -game "Counter-Strike Source" -dir C:\srcds

i tried with both using a .bat file, and normal command prompt window.

also, if i specify a new folder, i will make the folder, but that's it
