Cant connect to Gmod server [ Windows server 2012]

so i intalled my Gmod server on a VPS
with Windows 2012 Server on it..
i did all the steps how it supose to be..
but i see the dam server in the master list..
i portforwarded all the ports and i disabled Firewall.. still no result =_=
