For the server downloads to work correctly do you have to be using sv_downloadurl?

Do i have to add maps to downloads.txt in order for people who have not downloaded the current map the server is using?

no you don't have to do any of them. you just have to have set sv_allowdownload to 1, and maps and stuff will download automatically to clients. keep in mind, there is a map size limit, if it ever won't let somone download a certain map, then it is probly because its too big.
