SRCDS crash on startup

Recently got SRCDS again. Been trying to start a Garry's Mod server but each time I run the .bat file to start it it crashes on start up and leaves a dumb file. Also I installed SRCDS to my D\ drive instead of the one my operating system is installed on if that is important. Finally this is a fresh install.

Start up line:

@echo off
cd D:\srcds/orangebox
echo Starting game server.
echo Beginning "Garry's Mod"
srcds.exe -console -game garrysmod +maxplayers 16 -port 27015
echo "Garry's Mod" has now started.
echo It is recommended that you start Server Crash Recovery aswell.

I have verified the files using:

hldsupdatetool -command update -game orangebox -verify_all -retry -dir D:\srcds

Try using the SteamCMD tool to download/update the server. "HLDSUpdateTool" is no longer updated after the "SteamPipe Update".
