SRCDS (for Orangebox) not starting.

I need to host an orangebox server for Source mods, but srcds.exe exits immediately on start and leaves no error message.

Update script:
cd C:\Program Files (x86)\Valve\HLServer
start hldsupdatetool.exe -command update -game orangebox -dir "C:\Users\ -snip- \Servers\SourceMods"

Launch script:
.\orangebox\srcds.exe -console -game .\orangebox\gesource

Host computer info:
i7-2670QM CPU
8GB memory
Windows 7 SP1 x64

Try to use SteamCMD tool to download the server. 'HLDSUpdateTool' is no longer updated after the 'SteamPipe' update.

Source SDK Base '07 isn't available from SteamCMD (yet). At least, I haven't been able to find an AppID for it. The client isn't on Steampipe either; it's available as a beta but it's nonfunctional (crashes on start.)
