Tf2 server wont show up even after Port forwarding

okay, so this is probably the most common obstacle when it comes to getting your tf2 server up and running on the internet so others can join. well first off, heres my computer information you require:
Server OS: Windows server 2013
Processor: AMD A6-3400M APU with Radeon™ HD Graphics 1.40 GHz, Quad Core. not hyperthreaded
RAM: 4.00 GB (3.48 GB usable)
Game with issues:Team Fortress 2
Start up command: C:\Users\Jeff\Desktop\TF2SERVER\orangebox\srcds.exe -console -game tf +maxplayers 10 +ip 192.168.254.3 -port 27015 +map ctf_2fort (tis batch file)
Admin Mods: N/A

Running on NAT router with a dynamic IP

Anyways, ive looked through a crap ton of forums with a lot of information, ive port forwarded different ports i saw in different forums i.e.
steam 27000 27015 UDP 27000 27015 192.168.254.3 ppp0
steam 27015 27030 TCP 27015 27030 192.168.254.3 ppp0
steam 27015 27015 TCP 27015 27015 192.168.254.3 ppp0
hoping that it can get through to the internet world, but it only resides in LAN no matter what i do. I also made srcds.exe allowed publicly on my firewall i.e.
UDP 4380 inbound (for steam)
UDP 27015 inbound (for scrds.exe)

This is frustrating as im sure it is for many new server owners. please help asap.

ok start with is that ur ip .? that looks like a lan ip to me.. but anyways

look here see http://www.whatsmyip.org/ this will let you know what ur ip is and if its not what you have in the Start up command change it see how you get on ..

That is an internal IP that you designate in the start command. You should be able not to designate an IP and your external IP will take over if the proper ports are forwarded. If that doesn't work, put your server into DMZ mode (from your router) and if it works, something wrong with your port forwarding.
