Server not responding

Okay, so this friend of mine is trying to make a server.The problem is..No body can join it? He have portforwarded AND did those "sv_lan 0" "heartbeat" and all that..I STILL CANT JOIN.First the thought there was something from with the portforwarding..So we tested hamachi.Still not working.We re-installed the server (we thought there was some problem with the server) Still.. not working, not even with hamachi.He used "new game" and hamachi..That worked.And no, we dont want to use that.
PLEASE help us.If needed he can download Teamviewer.
Edit:We already looked it up on google, Can't seem to find an solution.

Is this happening on a clean install? Are you using windows? 32 or 64 bits? Did you use the correct IP? Please give us more info!

Just following up here. Were you guys able to resolve this? If not, I would go back and do a fresh install, following the guide setup here on the srcds forums. Then I would double verify the port forwards as that is the primary cause most the time. The sv_lan 0 is always something that can cause issues too. Can he join his own server from another computer on his LAN?
