How do I add bots to my TF2 server?

Okay, dumb question of the day. I want to make a server with the Mario Kart map where all of the other players are bots. I read on the TF2 wiki that I have to open a console and type in the command tf_bot_add, but I can't find out how to open the console. So, how do I add bots (the AI ones) to my TF2 server?

You have to enable the developer console -- it's a checkbox in your client settings -- then you hit the ` key to open the console itself
