ConVarRef mat_dxlevel ERROR

Whenever I try and start up my Garry's Mod dedicated server from my shortcut, all I get is this. (See attached file)

My launch is:
A:\SRCDS\orangebox\srcds.exe -console -game garrysmod +map gm_construct +maxplayers 16 -autoupdate

OS: Windows 7 64bit
RAM: 8GB
Processor: AMD Phenom II X4 975 3.60GHz

I'm running NO mods, since I can't even START my server.
If anymore information is needed, please tell me, and I will get you them.

PS. I've re-downloaded the entire server twice, and nothing new.

Try running the launch as administrator.
