I have always followed this guide when trying to calculate the required resources based on player slots.

your gear is decent to run even a larger server, but with your limited upload I would suggest an 18 slot server. I suggest this because you will also require bandwidth for yourself as well as possibly some bandwidth for the fast-dl server if you plan on running custom maps.

That hardware is pretty bad. The OB CS:S uses more than it has before and a 1.8Ghz CPU just will not cut it for anything worth playing on.
