[Problem] MasterRequestTime error

It's my first time making a TF2 dedicated server and I'm having a huge problem, everytime I start it, it says "please restart and update server".
I've tried:
-command update tf
-verify_all
@echo_off

I don't know what to do, help!

Did you download the HldsUpdateTool.exe tool and created a shortcut.

Right click on the shortcut and go to properties.

Insert this command line in "Target" box.

For example:

C:\srcds\HldsUpdateTool.exe -command update -game "tf" -dir C:\srcds\tf2

Run the hldsupdatetool shortcut to update your tf2 server.
