You will always need to have quite a few of the arguments in the launch command, some are required no matter what.
For the mapcycle.cfg you just put in a list one map per line. Look at the original file to see how it works.
maplist.txt has no effect on how the server works, it puts that text in the "lists of maps" on the server.
As for your router, the only option is to get a better router. If you can get one that can/will run Tomato or DD-WRT you will be in great shape. I have used Tomato on a Linksys WRT54G for years, and loved it. Only recently upgraded to get 802.11n.
