Server OS: Windows XP, Version 5.1.2600
Processor: AMD Athlon™ 64 Processor 3000+
Ram: 768 MB
Game(s): Team Fortress 2

I downloaded Team Fortress 2 server with HLDS Update Tool (Counter Strike 1.6 and Counter Strike: Condition Zero works fine; I downloaded Team Fortress 2 server files in a different directory.) After downloading it would not open srcds.exe . I looked it up and found nothing so I uninstalled it. Now it wont let me bring up Steam with error,

"Error!
Steam Startup() failed: SteamStartup(0xf,0x0013E5B8) failed with error 108: The local Steam Service is not running
~OK~"

I've seen this error before and thought nothing of it so I got on skype to tell my friends I wont be on steam for a while and skype came up with THE SAME ERROR!!! WTF!? It also wont bring up any .exe programs. Some shortcuts work but most don't, the only way I can get on steam is by launching the game and letting it bring up steam automatically.

It also wont work with some things with a different error.

"Error!
Setup file 'gameinfo.txt' doesn't exist in subdirectory 'hl2'. Check your -game parameter or VCONFIG setting.
~OK~"

Despite these errors I reinstalled the server through the official hldsupdatetool and I can run srcds in console mode.

You should scan your computer for possible infections like viruses, spyware, malware, or etc.

Not meaning to go off topic, but there are literally hundreds of decent AV's that will detect something, hate to say it, but I worry when people ask for things like this.

Google is your friend, Microsoft Security Essentails, Malware-anti bytes etc etc....

Secondly, in your steam directory, delete client.blob, it will re-download steam and this should resolve the issue.
