Bad Rcon Password

When I try to type the Command :rcon sv_password "<password>"
I get the error 'bad rcon password'.

Also, when I try to enter my server a error pops up saying 'bad password', I believe the solution to that is within the command :
rcon sv_password "<yourpassword>"

Because I have tried everything else to get it to work.

First you need to log in to rcon before you can execute rcon commands.

1) rcon password <PASSWORD>
2) rcon sv_password <PASSWORD>
