What exactly is the problem?

Your friends try to join the server but they can't connect to it?

Did you port forward your ports for the server properly?

The ports below need to be open for the srcds (your css server) to work properly.

UDP 1200 (Friends Network)
UDP 27000 to 27015 (Gameport)
UDP 27020
TCP 27030 to 27039
TCP 27015 (SRCDS Rcon port)

Are you behind a router or modem for the server?

The 192.168.XXX.XXX is your internal ip which could mean your behind a router?

You need the external ip to connect to your server and have your friends connect to the server.

What is your startup command line to start the srcds?
