zBlock won't allow download?

Hey guys, I have zBlock installed in my server and it does not allow any body to download custom maps from our website host, I have tried to do sv_allowupload 1 in my server.cfg and from RCON when I am in game, but it says in the console Forced sv_allowdownload 0 something like that..and this is for my scrim server

Also does the 100 tick enabler really allow 100 tick and cause less lag?

100 tick just makes your server lag more if you somehow enable it.
