What´s the unit of sv_rate command? It´s bps, kbps, mbps ????

This command (sv_rate) is limit rate by USER ou SERVER????

That's a 2 part question and the answer can be very long. I'll give you the short answer though.

When you set a rate limit on the server, clients cannot go above that rate limit. If they try, they will lag.

The theoretical limit for maxrate is 25000. Anything over that doesnt give a bandwidth boost.
