Port Forward Problems

So i am trying to set up a Counter Strike Source server. but i got some problems with the ports. i have followed a tutorial on how to port forward the ports for CSS but when i use a port checker i cant see me, and my friend cant join me when im on it.

What IP is your friend joining? He should be joining your public IP 95.154.41.193 if it hasn't changed.

He has tried to write "connect 95.154.41.193" didnt work

and he cant find it on the server list aswell.
