Server won't starts until both teams have players???

Hi! I have set up my server, but when I click on the Shortcut to start the game, a cmd windows loads things up, then display, game won't start until both teams have players.

I don't know what to do, please help I only want a server for me to play with bots, so I don't want real players in my server. Please help me

Could we please have some basic information? Thanks! Also include your server config. Be sure to cut out any passwords or emails you don't want published to the net.
