When starting either the Steam SRCDS or SRCDS from Hldsupdatetool, this error appears:

I've tried re-installing both Steam and hldsupdatetool versions, verified cache, but nothing worked.

Your command line is wrong. Use:
D:\SRCDSynergy\orangebox\srcds.exe -console -game synergy -ip 46.109.20.142 -maxplayers 4 +map d1_trainstation_01 -insecure -port 27015

Also, try running it as administrator. (Right Click -> Run as Administrator)
