GMOD Srcds Problems [HELP!]

Ok guys, so here's the problem; I can't get other people to connect to my server. I give them the Internet IP (not the local ip) and they connect to it from console, and it fails after 4 retries. I have forwarded my ports, turned on DMZ on the router, allowed ports 27015 UDP and 27015 TCP, I have also done Port Range Forwarding from 27000 to 27999 TCP and UDP, i've turned off the router's firewall, i've added SRCDS to the allowed programs list in Windows Firewall, i've tried turning off Windows Firewall and then trying to host SRCDS, still no joy.
My server only appears on the LAN tab and I can connect to it and it works, but otherwise nobody else can connect, and yes i've given them the external IP.

I used canseemenow.org to test if 27015 port is open but it says its not. I've tried so much and am just frustrated and feel like throwing the computer out the window! Sad. I don't have any other firewall except Windows Firewall, and my Anti-Virus is AVG Free Edition.
This is my startup command for SRCDS:
-console -game garrysmod -hostport 27015 +map gm_construct +maxplayers 4 +exec server.cfg

Here is my system:
8GB Ram
i7 2630QM 2.9GHZ
1TB HDD
ATI 6770M
Windows 7 Ultimate 64-Bit
I have a Linksys E4200 Router

Change your command line to: -console -game garrysmod -port 27015 +map gm_construct +maxplayers 4
No need to use -hostport, and no need to use +exec as server.cfg is executed by default...

Delete that range... Only forward 27015 TCP and UDP to your server... 27015 is the only port needed to make connections to your game server.

If you're behind that router, just turn the firewall off. There is no need for it as nobody can connect to your computers' ports through NAT unless your router is configured to forward those ports to your PC or you utilize upnp. Thus rendering a personal firewall useless. Even for sake of troubleshooting. Disable it.

Ok loopy I did what you said, turned the firewall off, remove all the ports and only forward 27015 TCP and UDP, and I also turned off DMZ. I now hosted the server and then went to canyouseeme.org but it says I could not see your service 27015 (connection timed out). Sad I'm gonna ask a friend to join to see if its still working though. I had this same exact problem with one of my old routers in the past. It didn't let me host anything even if I opened all the requires ports, disabled the firewall, and even go through the lengths of enabling DMZ for my main hosting comp which basically makes it so ALL ports are opened. Didn't work.

It sounds like your router might be a problem.

I have one thing that will maybe be of help where you portforward 4380 for both tcp/udp. Make sure that it's 4380-4380 which means setting it for the external and internal port. Let me know if it works for your problem.
